There are 2 water heaters 3.5 KW (15.2Amp) and 5KW (21.7Amp) I am interested in fitting to a property I rent out, as a form of back up for a 7 year old gas boiler. Recently had 3 weeks without hot water due to Engineer being run of his feet. Could either of these be wired off the standard socket ring? The cable is the standard section. Think its 2.5mm squared cable.

Depends on what you mean by more efficient. A gas water heater will generally heat water faster and will recover faster if all the hot water is used up by a teenager taking a shower.
If you mean which is cheaper to operate that would depend on your local gas and electric rates. In many areas of the country the electric will cost you less to operate. But there are some areas where the rate schedules actually favor natural gas.
