Filters in front of anything that flows water is always a good idea, keeps the larger particles from entering the downstream side.
The softener though is another story. If your water is “hard” then you will probably need to install one. The calcium is the big problem with tankless systems and it will coat the inside and take the efficiencies way down if you don’t clean them often enough. Check the manufacturers recommendations and see if your local utility can tell you the average test results for their water. If you use well water you will probably need a softener.
Also don’t forget to get a flushing kit.

I would. Since it has no holding tank the heater will be affected more quickly by impurities in the water. Filtering the water could be pretty cost effective in the long run since there’s no tank to flush.

Suggest It probably depends on the purity of the water that is feeding it, but it is always best to follow manufactures recommendations.
