Does My Hot Water Heater Need Replacing?
The pan under my hot water heater is being filled with water which is being trained by the pipe that’s connected to the pan.
It’s the first time that I’ve noticed the pan ever being filled with water.
If it wasn’t for the drain pipe, the water would over flow on my ceiling.

your pressure regulator outside the house maybe is bad .you have to much pressure on the pipes.. put a water gage on a hose beeb on a pipe after the regulator if the PSI is over 100 then change the regulator..

There’s only four ways water can get into the pan: a leaking T&P valve (on the side of the water heater), a leaking fitting at the top, a leaking drain valve at the bottom, or a leak in the tank. You can test the T&P by lifting the handle and pressing it back. Water should come out when you lift it and drain into the pan. It should stop when you release the valve. You can look at the drain valve (looks like a garden hose spigot) and see if it’s leaking. If either of these two is the cause you can buy a replacement. Installing either is simple and straightforward but you should turn off the water heater and close the supply valve and drain the heater before you begin. If the T&P has tubing sweated to it you’ll have to replace it with either a screw on fitting or sweat another on. Check the fittings for fresh water in and hot water out on the top of the heater. If either is leaking and you are not confident that you can tighten or sweat them, call a plumber. If the tank itself is leaking you need a new hot water heater. While you’re looking, be sure your water heater is set no higher than 125 degrees. That is the minimum your dishwasher requires and will save you on energy bills. As the other guy said, if that heater is more than about 12 years old, go ahead and get a new one.

This is Usually a Relief valve, it is normal for it to have water in it sometimes, if it fills up often you may want to have your water heater checked (it is not a hot water heater, you are heating cold water there is no reason to heat Hot water) however if you don’t have a water softener, and your water heater is older than about 12 years you may want to replace it, the sediment that settles in it takes up some of the space, and sometimes the inside can rust a little and the insulation material may leak into the water (this is one of the reasons you should never drink Hot water from the tap)
