Sky is right. When the water system is shut off, debris inside the pipes will dislodge and flow out where it can. It shouldnt take long to work itself out. Just keep running the water. It wont hurt you either. The stuff is inside your pipes to begin with.

You have a hot water heater? I’ve never seen one! That must be nice to have hot water pumped into your house. What temperature is the hot water before it gets heated by your hot water heater?

Run your water for a few minutes, it should clear. It may resume each time you turn on the water for a little while, but it should pass. It’s just rust dislodged from the pipes from the plumbing work.

Banging the old pipes around installing your new heater loosed scale from those pipes. Open the faucet on the bottom of the heater, assuming there is a drain nearby, at let it run until it is clear should solve this for you.
