Hot water heater tank ruptured, turn off circuit breaker to water heater, close main water valve on incoming water line (this will mean no water to whole house), call plumber.
Look on the bright side of things, a new water heater, especially the plastic tank type will be way more efficient.
G’luck !!!!

There is also a valve/drain on most water heaters near the bottom. Make sure this value isn’t stuck open after closing the breaker and water. Open the water main a little and see if this fixes it.

good that you turned off the breaker, this could cause a fire if left on. as the heater will keep trying to heat water.
the breaker only provided power to heat the water, it has nothing to do with the flow of water (unless you have a pump)
As mentioned your tank could have ruptured. Most often a pipe burst, though.
